Regulatory Status & Scope of Activities
Regulatory Status
Exanteon is an independent infrastructure for voluntary ex-ante governance, developed and operated by SIA EBL Consulting, a company registered in the Republic of Latvia.
Through neutral, configurable protocols, Exanteon enables eligible legal entities to establish attributable prior commitments and preserve their subsequently reported evolution in persistent, timestamped and technically notarised governance records.
Exanteon does not act as a public regulator, supervisory authority, credit rating agency, enforcement body or regulatory certification provider.
It does not independently verify reported conduct, determine legal or regulatory compliance, establish contractual liability or impose consequences.
Participation, membership and technical notarisation do not constitute regulatory authorisation, institutional accreditation or certification of the underlying information.
Technical Records and Digital Identifiers
Exanteon uses, or may use where supported by its technical implementation, cryptographic references, digital identifiers and technical notarisation mechanisms to support record integrity, attribution, traceability and evidence of recording time.
These mechanisms serve documentary and evidentiary purposes.
They are not designed to function as tradable digital assets, investment products, transferable securities, payment instruments or mechanisms for transferring ownership of contractual rights.
The existence of a technical record concerning a financial or commercial transaction does not, by itself, convert that record into a financial instrument.
The legal and regulatory classification of any digital instrument depends on its actual characteristics, functionality, transferability and the rights it represents.
Technical notarisation does not automatically constitute qualified electronic time-stamping, public notarial authentication or certification under applicable electronic trust-services legislation.
Distinction from Regulated Financial Services
Exanteon's governance-recording activities are distinct from the provision of banking, investment, payment, credit rating and crypto-asset services.
Its protocols may concern payment commitments, financing arrangements, financial institutions or other regulated relationships without Exanteon itself executing the underlying financial transactions.
Within its stated governance-recording function, Exanteon does not initiate or execute payments on behalf of members, hold customer funds for transfer, issue investment products, provide investment advice or determine creditworthiness.
Recorded information may be used by authorised downstream institutions for legitimate contractual, audit, governance or risk-related assessments, subject to applicable law and access permissions.
Those institutions remain responsible for their own regulated activities, assessments and decisions.
The regulatory classification of Exanteon's own services depends on their actual operation and applicable law, rather than their contractual description alone.
Legal Framework
Exanteon operates through private contractual arrangements within the applicable legal and regulatory framework.
Its institutional independence, voluntary participation model and neutrality towards reported behaviour do not constitute an exemption from applicable law or regulatory obligations.
Depending on the activities performed, relevant obligations may arise under commercial law, data protection legislation, cybersecurity requirements, electronic trust-services legislation or financial-services regulation.
The legal status of technical notarisation, electronic timestamps and evidentiary records depends on the characteristics of the services provided and the requirements of applicable law.
Exanteon does not claim regulatory approval, qualified trust-service status or a statutory evidentiary presumption unless such status or effect is specifically established and documented.
Where the introduction of a new protocol or technical capability changes the applicable regulatory analysis, the service must be assessed against the relevant legal requirements.
Exanteon provides independent governance-recording infrastructure. It does not assume the regulatory, contractual or execution authority of the institutions using its records.
